PROJECT BACKGROUND

The DRJTBC operates twenty bridges crossing the Delaware River connecting Pennsylvania and New Jersey.  The Portland - Columbia, Portland - Columbia Pedestrian, Delaware Water Gap (I-80) and Milford - Montague Bridges are the four northern bridges that form a vital connection between the two states.  These bridges carry various types of trips across the Delaware River, such as local travel, commuter travel, recreational travel, regional travel and significant truck volume in support of regional commodity flow.  The importance of these facilities to the local, state and regional economy is immeasurable.  

The Northerly Crossings Corridor Congestion Mitigation Study will focus on the following objectives:

Quantify the Multi-Modal Transportation Needs necessary to mitigate congestion in the corridor.

bullet

Define potential mitigation solutions and their limits for both short (5-year) and long (25-year) time horizons.

bullet

Identify implementation priorities.

bullet

Explore/evaluate opportunities to alleviate traffic delays and mitigate congestion (congestion management strategies).

bullet

Develop order-of-magnitude cost estimates for all proposed solutions to include:  construction, ROW, engineering and legal.

bullet

Identify a menu of alternative funding mechanisms for each of the proposed solutions.

bullet

Evaluate/assess the impacts of proposed solutions on various "Smart Growth Initiatives" such as:  Pennsylvania Growing Greener, Pennsylvania 21st Century Growth Plan and New Jersey Smart Growth Initiative.

bullet

Initiate an ongoing public participation effort with key stakeholders and the affected public with the goal of obtaining a consensus on the needs and the range of solutions.

 

The Northerly Crossings Corridor Congestion Mitigation Study has the following major tasks:

Review existing operations of the DRJTBC northern bridges and approach roadways and identify existing transportation deficiencies.

bullet

Forecast interim and long-term travel demand under various population and employment growth forecasts and land use assumptions (Years 2010 and 2030).

bullet

Assess future operations and identify future transportation deficiencies.

bullet

Identify a range of alternative improvement concepts to mitigate identified deficiencies.
